More than 13,000 residents of the Gem State have turned to solar as an affordable solution to lower their power bills and generate reliable electricity for themselves and their communities. While Idahoans are paying more and more, utilities are working to preserve their monopoly and profits. Idaho Power has started another attack on rooftop solar and we need your help to protect solar rights.
What’s happening
In 2024, Idaho Power switched to net billing, added fixed fees and drastically reduced credits rooftop solar owners earn from the electricity they generate. Now, the monopoly utility is asking state regulators to slash net billing credits even further.
The proposal filed with state utility regulators will reduce the solar net billing credit by 80% to .95 cents per kWH during Oct. 1 to May 31. Additional cuts will include during the summer on-peak from 17 cents/kWh to 14.1 cents/kWH and during summer off-peak from 5.7 cents/kWH to 1.8 cents/kWH. This will apply to all non-legacy rooftop solar owners that installed solar after December 2019.
This proposal is unfair and undervalues the numerous benefits of rooftop solar.
Why we need to act now
Solar allows families and businesses to control their energy choices. Idaho Power’s proposal undermines energy freedom and strips Idahoans of their solar rights. It makes solar less affordable and accessible, hinders solar adoption and prevents Idahoans from making their communities stronger and more resilient to power outages and weather events.
If you already have solar, or are interested in going solar, we need you to speak up now! Tell Idaho’s utility regulators to stop Idaho Power’s plan to eliminate rooftop solar and affordable energy choices.

Dear Idaho Public Utility Commissioners,
With economic uncertainty and rising energy costs, it’s clear that Idaho should be seeking ways to support more affordable energy choices. Rooftop solar has provided many families and businesses with a solution to lower their electricity bill and generate reliable electricity for themselves and their communities.
That is why I am concerned about the proposal Idaho Power has submitted in IPC-E-25-15 that would make going solar harder and more expensive. The proposed changes to net billing rates would have a devastating impact on customers who have already gone solar or are thinking about going solar, at a time when they can least afford it.
Rooftop solar reduces the strain on aging utility infrastructure and lowers the need for costly utility investments, which saves money for everyone. It’s been proven in state after state that, over time, this leads to a cleaner, cheaper, and more efficient energy system that benefits all ratepayers—not just those who own their own solar systems.
Additionally, the further reduction of net billing rates will devastate the $1.6 billion local rooftop solar industry and put more than 700 jobs at risk.
I hope you will oppose IPC-E-25-15 that diminishes the widespread benefits of rooftop solar and prevents more families from going solar.
